Is There a Certain Age You Have Be to Use Those Eye Lash Growing Products?

i'm 14, and i have really short eye lashes, and i heard about tons of these eye lash growing products, and i just need to know what age do i have to be and could i apply them on the bottom lashes

im turning 13 next month. i used the loreal lash serum for a while. its really great(; so i think you'd be find with using one !
